Dr. Hopkins is a comparative public lawyer with specialisms in disaster law, multi-level governance, administrative justice and anti-corruption. He also has specific expertise in the European Union and its legal/constitutional system.He is currently a Principal Investigator on the Regulating For Resilience Project (the Wellington Case Study) Project (2018-2020) funded by QuakeCoRE, the NZ Centre for Excellence in Seismic Resilience.He is also an Associate Investigator on a European Union funded project examining Anti-Corruption Mechanisms in the South Pacific Region (in collaboration with Victoria University of Wellington and University of the South Pacific).In 2013 he was elected to the International Academy of Comparative Law and participated in the 2014-18 IACL project on Deference in Administrative Law.He is a founding contributor to the Max Planck Encyclopedia of Comparative Constitutional Law on the subjects of Devolution, The Foreign Affairs of Sub-National Entities and the Ombudsman.
